These are Holy Ladies, at the Pashpupintha Cremation sacred site.
Apparently some of these women are widows whose children don't want to care for them, so they become holy beggars. Pashpupintha is an amazing Holy Place. It is a pilgrimage site for millions of Buddhists and covers many acres of land and river.
